Nonpublic School Services

Act 89 Overview

Act 89 was established in 1975 by the state of Pennsylvania to provide auxiliary services at approved nonpublic and private schools. Intermediate units following regulations and procedures of the Department of Education and the Public School Code of Pennsylvania administer Act 89 programs. Requests for the nonpublic school in response to needs assessment surveys initiates services sent to the schools by the intermediate unit each year. 

 

Services provided are determined (1) by those already offered in the school district in which the nonpublic school is located; (2) by established student need based on timely and meaningful consultation with stakeholders; (3) by budgetary limitations; and (4) by the supply of qualified personnel, materials, and equipment. With these considerations in mind, the following Act 89 services are currently approved and provided by Colonial Intermediate Unit 20 (CIU 20):

  1. Instructional support for K-8 reading and K-6 math
  2. School counseling
  3. Psychological consultation services
